How does Inphase provide 'free tools'?

In keeping with its goal of providing hosting services at reduced prices, Inphase chose to use the Lunix OS for its hosting servers, which in turn supports and provides open source (which means free) software. So, unlike some other hosting providers, instead of charging the client for free tools, Inphase provides them to the client for free also.

Why doesn't Inphase include tools in the original design, making it dynamic, and charge accordingly?

Designing a dynamic website takes a lot of technical savvy, programming experience, and time to produce. Not every client requires a dynamic website, nor can every client afford the additional cost for development. So, Inphase provides a lower cost website and allows the client to expand when needed or additional funds are available.
